Abstract
A house is nestled among dense trees along the riverbank, with the still waters of the Hillsborough River reflecting the surrounding vegetation and the structure. The Sever-Packard tract is approximately 18 acres located on the southeast corner where Fowler Avenue intersects the Hillsborough River. In 2016, ELAPP decided not to acquire this site as the majority had been developed.
