Abstract
A dense canopy of oak trees, with sprawling branches draped in Spanish moss, casting shadows over a wooded area at the Sever-Packard tract. The Sever-Packard tract is approximately 18 acres located on the southeast corner where Fowler Avenue intersects the Hillsborough River. In 2016, ELAPP decided not to acquire this site as the majority of the land had been developed.
