Abstract
"The paper has two parts. First, we provide a discussion of the geographical context, the flood detection/warning system in Ventura County, the peripheral uses of the ALERT system, and the county flood history. The other section consists of a summary of our findings based on the February, 1992 floods, comments and controversial topics, and recommendations."
