Note

David T. Welch served on the St. Petersburg City Council starting in 1981. He taught and was an administrator at what is now Pinellas Technical College. He served in the Army Airborne Division during the Korean War. Today the Dr. David T. Welch Center for Progress and Community Development to help incarcerated citizens return to public life.
