Abstract
In this seventh installment of the oral history, Cliff Gibbons discusses his father, Sam Gibbons' role in transforming U.S. free trade policy during the Reagan presidency in the 1970s and 1980s. He highlights the importance of bipartisan cooperation and key figures, such as Bill Brock and James Baker, in driving the shift toward free trade. Cliff elaborates on the significance of forging bilateral relationships for negotiating trade agreements, focusing on the economic relationship between the United States and China under Deng Xiaoping’s leadership. He also reflects on the challenges faced during these negotiations. Throughout the interview, Cliff emphasizes Congress’s influence on future trade agreements and advocates for reform in representative democracy to better prioritize constituents' interests, transparency, and inclusivity in committee hearings.
