Mitigation and preparation efforts of the emergency management cycle regarding earthquakes
Abstract
Abstract for Derek Hayward This research examines the effects of mitigation and preparedness on human casualties from seismic events across the globe. Earthquakes in China, Chile, and Haiti have received a great deal of attention in the media and generated massive, international donation efforts. Mitigation and preparation strategies are critical to protecting human life in the event of an earthquake. The goal of this research is to evaluate best practices for mitigation and preparedness; or in other words, how can countries likely to experience an earthquake best allocate scarce resources to prevent death and destruction should such an event occur. The research analyzes both structural and nonstructural mitigation policies, as well as preparation efforts at the local government and individual levels to assess which policies are more effective as reducing the loss of life. Using the case study method, the researcher analyzes six seismic events; these events are in China, Japan, Algeria, El Salvador, Haiti, and Chile. Data is from the United Stated Geological Survey, news reports, geological surveys, and scholarly sources for each event. This research will show areas where mitigation and preparation efforts can be improved and the results of the data analysis will give recommendations to improve mitigation and preparation policies.
