Abstract
Mayor R.E.L. Chancey being sworn in by City Clerk Phil R. Bourquardez while surrounded by his "Cabinet" of officials (department heads of the city). Chancey was first elected as mayor in 1935 and was reelected in 1939. Also pictured are Police Chief C.J. Woodruff, City Attorney Alonzo B. McMullen, Hospital Superintendent Ernest G. McKay, City Health Officer Dr. J.R. McEachern, Recreation Superintendent Nash Higgins, City Treasurer T.C. Keller, and Comptroller Booker. The chairman of the City Board of Representatives, W.D.F. Snipes, can be seen seated between Bourquardez and Chancey.
