Between 1968 and the early 2000s, the highest leader at USF St. Petersburg campus assumed the title of Dean. Deans served as the chief executive officers of the campus, responsible for Academic Affairs, Student Affairs, and all other administrative aspects of campus operation. They also sat on the executive council of the USF President. As USF St. Petersburg campus began its legislatively mandated pursuit of separate regional accreditation, the subsequent names for campus executives (Vice President/CEO and later Regional Chancellor) reflected the expanded roles assumed by the campus executive.

Interim Dean Karen Spear and faculty at University of South Florida St. Petersburg reviewed the status of the campus and developed a vision to expand the role of University of South Florida St. Petersburg. Spear submitted this proposal to Provost Gerry Meisels and Dean Barbara Sherman at University of South Florida Tampa, who then communicated it to University of South Florida President Francis T. Borkowski. The long-range planning efforts outlined in the document attempted to give the campus greater autonomy and sovereignty.

The memorandum and associated documents, released by Interim University of South Florida President William Reece Smith in August 1977, outlines an implementation plan put into place for the regional campuses of University of South Florida (including University of South Florida St. Petersburg) that took effect in August 1977. A couple of months earlier, Smith started the process of looking at inter-campus relations and public hearings at University of South Florida Tampa and University of South Florida St. Petersburg took place on 13 July 1977. The document clearly stated that branch campuses feel under the University of South Florida Tampa umbrella at that time, and that regional accreditation was not considered an option for University of South Florida St. Petersburg during the late 1970s.

This document, approved by the University of South Florida Council of Deans on 28 November 1972 and signed into effect by University of South Florida (USF) President Cecil Mackey on 2 January 1973, articulated the relationship between courses and faculty at USF St. Petersburg and USF Tampa. The Bayboro Campus, as it was commonly known, functioned as a "center" and all academic colleges and departments at USF Tampa had to approve all curricular matters. This document represents the practices of USF St. Petersburg during the 1970s, when it functioned as a "branch" campus and did not have separate accreditation.
