Abstract
Describes the emergence of the Forum on Research Management (FORM), a committee that was established to review all aspects of the relationship between the federal government and the behavioral, psychological, and cognitive science community. The aims of FORM are to identify points of friction in the interaction between universities and the federal funding agencies and to determine the extent to which at any given point of friction the surfaces can be smoothed, or better interlocked, so that the friction is reduced or eliminated.
