Drainage has always been an issue for Progress Village. It has flooded numerous times in the past, including from 2024's Hurricane Milton where residents needed to be rescued by boat from the flood waters. However, this was not the plan. As stated in "Best Practices Report Progress Village Community" by the University of South Florida's 2024 Masters of Urban and Regional Planning Fall Studio, "All streets were designed with proper grading to ensure surface drainage. The area's existing drainage system, maintained by Hillsborough County, was to be expanded to handle increased runoff with minimal use of storm sewers. ... Water for the community was to be supplied by deep wells with the primary source being an 8-inch well drilled in 1954. Sewer disposal was addressed by constructing ten lift stations, with sewage treated at a plant designed to handle up to 1.5 million gallons daily. The effluent would then be discharged into a county-maintained drainage canal, ensuring the system could accommodate future growth.

The land's topography, soil conditions, and water table were carefully studied, and the best locations for drainage and sewage outfalls were identified. However, it was common for stormwater infrastructure plans to be modified during the complete buildout of each unit. During the buildout of Unit 2, a storm sewer had to be added at the temporary entrance to Progress Village, which required 6 feet of 18* corrugated pipe to be added to the sound end of existing pipes."
