Abstract

Two children playing on a sidewalk wearing high-heeled shoes that are too large for them on what appears to be Franklin Street in downtown Tampa, Florida. The Hotel Floridan can be seen in the background. This photo was used during a presentation promoting Progress Village, a suburb community designed to provide Tampa's Black residents with homes and yards in satisfactory surroundings with adequate zoning.
