Abstract
From left to right: Rick Rounds, Lowell Weicker, U.S. Senator from Connecticut, and Elliot Finkle, Head of the National Ocean and Atmospheric Administration's (NOAA) National Undersea Research Program (NURP). Senator Lowell was an advocate in the U.S. Congress for the funding of NOAA. The three men are pictured walking in front of the Aegir, a habitat structure and laboratory designed to be located on the seafloor which allowed scientists to live and work underwater for extended periods of time.
