Summit Report: The Russia-Ukraine War: Lessons for Future Conflicts

On March 4-5, 2025, the Global and National Security Institute (GNSI), hosted its fifth Tampa Summit, and the 11th installment in the Great Power Competition Conference Series: The Russia-Ukraine War: Lessons for Future Conflicts. GNSI brought together leading academics, defense experts, and international scholars for thought-provoking discussions on the strategic lessons learned from the Russia-Ukraine War, the evolving role of technology in conflict, and the impact of the war on Europe, NATO, and the rules-based international system. The war in Ukraine is not just a regional crisis; it is a harbinger of the future of warfare. In contrast to the battles of the 20th century, this war is demonstrating how technology from artificial intelligence (AI) in drones to information operations and propaganda are key features of conflict. The war is a battle for an international system grounded in respect for territorial sovereignty, democratic values, the rule of law, and accountability. As Russia wages its unprovoked war of aggression against Ukraine, a key theme that emerged – and was underscored at the conference – is the series of strategical, operational, and technological surprises and miscalculations that defied analysts’ predictions and reshaped assumptions about modern warfare.

The 3rd Tampa Summit: Artificial Intelligence in the Era of Strategic Competition was held March 5-7th, 2024 at the University of South Florida and encompassed the 9th event in the Great Power Competition Conference series. The Global and National Security Institute (GNSI), in partnership with U.S. Central Command (USCENTCOM), the U.S. Department of Defense Chief Digital and Artificial Intelligence Office (CDAO), and the USF Institute for Artificial Intelligence (AI+X) brought together over 50 experts from government, academia and private industry to discuss the current and future applications of artificial intelligence in national security.

Summit Report: The Future and Ethics of Uncrewed and Autonomous Warfare

On September 27-28, 2023, the Global and National Security Institute (GNSI) held the 8th Great Power Competition Conference titled “The Future and Ethics of Uncrewed and Autonomous Warfare” at the University of South Florida’s Tampa campus. As a featured event of the 2nd GNSI Tampa Summit, the conference included three major panels: “Foreign Defense Partnership in a Global Competitive Market,” “Ethical Use of Uncrewed Warfare,” and “Future of Uncrewed Systems: The Benefits and Dangers of Advancing Technology.” These panels brought together experts to discuss the evolving role of uncrewed and autonomous systems in warfare, their ethical implications, and the impact on global defense strategies, with a focus on the challenges and opportunities for major powers in this rapidly advancing field.

Summit Report: Current Rise of the Great Powers

Overview
The inaugural Global and National Security Institute (GNSI) Tampa Summit convened at the University of South Florida campus in Tampa, Florida March 7-9, 2023. The GNSI Tampa Summit is a new platform created to bring together the best strategists, analysts, academics, and policy influencers. The summit consisted of two conferences. First, the Central and South Asia Directors of Military Intelligence Conference focused on the Russian invasion of Ukraine and included representatives of the directors of military intelligence from Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, and Uzbekistan. The second event was the 7th Great Power Competition Conference: Current Rise of Great Powers focused on China’s rise. This report will examine what the experts speaking at the two conferences explored and recommended as policies for future US engagement in Great Power Competition (GPC).
Specific to the bi-annual GNSI Tampa Summit, these in-depth reports provide a thorough examination of the summit speakers’ insights and policy recommendations to enhance decision-making at the local, state, national and global levels.
