A cartoon in reference to the hearings held by the U.S. Senate's Subcommittee on Investigations where Joseph McCarthy questioned U.S. Army counsel Joseph Welch. The cartoon has a man representing Congress looking at important legislation while a bump raises on the back of his neck.
