Abstract
A cartoon depicting Lyndon B. Johnson trying to balance riding on two horses. One horse is labelled "Northern Liberals" while the other is labelled "Southern Conservatives." At the time of the cartoon, Johnson was a Senator and the Senate Majority Leader and this is most likely in reference to the Civil Rights Act of 1960.
