Abstract
A cartoon in reference to a 1951 federal gambling tax law. In the cartoon, a snail is floating over a fire while a man representing "Professional Gamblers" is surprised by the snail's pace.

U.S. Supreme Court." As the man is jostled by the snail's movement, he asks, "Hey! Whatsa idea?"
