A Coast Guard Officer working with a crewman from Chevron and examining a map.

A group of people in uniforms and hard hats are gathered near a Coast Guard vehicle with a large ship in the background. The three men in the front, one is a utility covering and hard hat, another in casual clothes and a hat, and the last in a captain's outfit, closely examine a paper. Other workers on the dock appear to be examining or handling equipment on a dock.
