Abstract

During the tenure of Tampa Mayor Sandy Freedman (1986-1995), Rick Smith served as a management consultant. The interview begins with a discussion of Mr. Smith's education and the start of his work for the city of Tampa. Mr. Smith also discusses the Model Cities program, city ordinances, code enforcement, and the city roads vs. private roads issue. He also discusses public safety services, rescue response services, and the Tampa Police Department's extra-duty and off-duty work issues. The interview ends with Mr. Smith discussing the Freedman administration's historical legacy.
