Volume 5 was supported with funding from the National Historical Publications and Records Commission (NHPRC). Volume 6 was completed and sent to the publisher shortly before Ronald Reagan was elected to his first term as President. One of the first acts of the Reagan White House was to defund the NHPRC, thus making it impossible for volume 6 to be published.
