Abstract

Development assistance in Africa, as anywhere else in the resource-poor regions of the world, is a complex undertaking - whether it is provided under the auspices of large multilateral agencies, mission-specific international nongovernmental organizations, widely recognized private philanthropies, or small groups of concerned global citizens. it entails the crossing of geographic as well as cultural boundaries on the part of those offering the assistance. As such, it requires understandings rooted deeply in unconditional regard for needs, realities, and aspirations in local contexts, and it calls for acknowledgment of the differential efficacy of tools and strategies in different ecological contexts.
