Abstract
Data on the use of a multi-tiered system of supports (MTSS) suggest that many schools do not evaluate implementation. This study reports on the development of an instrument to monitor implementation of an MTSS. The process used to generate items, gather expert and user feedback, and pilot the instrument will be described. Preliminary evidence for the reliability and validity of the tool also will be provided.
