Abstract

This report examines the approaches and collaborative efforts of Florida's Metropolitan Planning Organizations (MPOs) and Florida Department of Transportation (FDOT) districts in developing the List of Project Priorities (LOPP). Utilizing a literature review, surveys from all 27 MPOs and seven FDOT districts and case examples from four MPOs, the study seeks to improve LOPP practices. The survey findings reveal varied methodologies across MPOs in structuring LOPPs, with effective communication and coordination between MPOs, FDOT, and local governments identified as key factors for success. However, challenges such as funding constraints, political pressures, and procedural inefficiencies were also noted. Case studies highlighted the importance of tailored coordination strategies and flexible funding methods. The report synthesizes insights into nine overarching themes, emphasizing the significance of local context, strong interagency communication, and the quality of project applications in LOPP development. Recommendations include enhancing communication channels, strengthening interagency relationships, improving the quality of project applications, and aligning LOPP timelines with project development processes. These strategies aim to support effective transportation project prioritization and funding allocation across Florida's MPOs.
