Abstract
This report, prepared by the Center for Economic Development Research at USF for Los Alamos National Laboratory, investigates methodologies for estimating economic impacts of power and gas outages. It evaluates the use of GIS overlays, RIMS II, and IMPLAN multipliers to measure direct and secondary effects on employment and output. The report recommends integrating IMPLAN multipliers into LANL’s outage simulation model for comprehensive impact analysis.
