A worn, concrete building that resembles an air traffic control tower. The top of the building features blue-tinted windows on all sides and a windowed door. Impressions left on the wall underneath this door imply that the platform or surface that was once outside of the building's windowed room has fallen away or been removed. A double doorway that is missing its doors can be seen on the ground floor of the building next to a sign with the text, "Operations Control Building 4140."
