Author Biography
Bahri Gashi is a professor and part of the regular academic staff in the Security Program at the University for Business and Technology (UBT), Pristina, Kosovo. His research focuses on national intelligence and security policies, including national defense and the military; basics and methods of intelligence; intelligence and counterintelligence policies; contemporary security policies; democratic oversight of information services; intelligence and terrorism; security of national critical Infrastructure; cybersecurity; artificial intelligence; and hybrid threats. Recent publications include: "The Regional Context of Intelligence Services in the Parliamentary System: A Comparative Study of the Western Balkans" (2022); "Kosovo's Foreign Policy and NATO Membership: Opportunities and Challenges" (2021); "Reassessing Counterintelligence in National Security: The Case of Kosovo" (2023); and "Cyber Threats and Risk Analysis in State Policies Guaranteeing National Security" (2023).
Ngadhnjim Brovina is a professor in the Faculty of Political Science, University for Business and Technology, Pristina, Kosovo. His research focuses on public diplomacy, peacebuilding and statebuilding, international law, and foreign policy. Some of his most recent publications include: "Peacebuilding in Kosovo" (2017); "European Union Public Diplomacy Case Study: The Intervention in Bosnia and Herzegovina" (2017); "The Roma Community in Kosovo: Between Reality and the European Dream" (2018); "The Regional Context of Intelligence Services in the Parliamentary System: A Comparative Study of the Western Balkans" (2022); "Kosovo Society: Coexistence, Challenges, and Opportunities" (2022); "Institutional and Non-Institutional Actors in Policy-making Processes: A Case Study" (2023); and "Reassessing Counterintelligence in National Security: The Case of Kosovo" (2023).
Arian Kadriu is a professor in the field of National Security including a research focus on radical terrorism, transnational organized crime, and cyber-crimes. His academic research is reflected through his international cooperation with various organizations, where, in addition to his publications, he is the head of the European Association for Security – Kosovo Branch.

Abstract
This study examines the legal framework for the protection of classified information in Kosovo, focusing on the role of the Agency for the Protection of Classified Information (APCI). The selection of APCI as the focal institution stems from its central role in implementing Kosovo’s legal and institutional framework for classified information, following the country’s efforts to align with Euro-Atlantic standards. In a newly established state like Kosovo, protecting sensitive information is crucial for national security. The study compares Kosovo’s model with those of the North Atlantic Treaty Organization (NATO), the European Union (EU), and Western Balkan countries, highlighting its alignment with international standards. Through a comparative analysis, it evaluates how these practices affect APCI's operations and its significance in strengthening Kosovo’s security capacities. The findings show that while Kosovo has made significant strides in establishing its legal infrastructure, APCI faces challenges related to human resources and technical capacities. The study suggests concrete measures for the full operationalization of APCI, including improvements in professional resources and international cooperation. These recommendations are essential to ensure that APCI fulfills its duties in line with international standards and successfully protects Kosovo’s classified information.
