The St. Petersburg Festival of States dates back to its 1896 forerunner, the George Washington Day's Birthday Celebration Parade, which typically marked the end of the winter season. It was Arthur L. Johnson who, in 1913, organized what is recognized as the Festival forerunner to encourage winter residents to stay in town longer, and to attract tourists to the area. It was officially named the Festival of States in 1921.
