Abstract

Commissioned by the Tampa Bay Builders Association and conducted by the Center for Economic Development Research at USF, this report analyzes residential land use densities in Hillsborough County's 1994 Comprehensive Plan. The research compares planned versus actual built-out densities from 1997 to 2004, highlighting a significant gap due to land conversion to non-residential use. The findings emphasize the need to address these discrepancies for better urban planning and development.
