Abstract

During the tenure of Tampa Mayor Sandy Freedman (1986-1995), Steve LaBour served as Deputy Director of Communications and as the Mayor's Liaison to Neighborhoods. The interview begins with a discussion of Mr. LaBour's education and what brought him to the Tampa Bay area in 1983. Mr. LaBour also discusses various Tampa neighborhoods, such as Westshore, Old Seminole Heights, Carver City, College Hill, and Lincoln Gardens. He also discusses THAN (Tampa Homeowners Association of Neighborhoods), HUD (Department of Housing and Urban Development), and the 1985 Growth Management Act. The interview ends with Mr. LaBour reflecting on Mayor Freedman's management style and her day-to-day involvement with the citizens of Tampa.
